PCm Italy supports the text ' Against Avakianism'

PCm Italy supports the text ' Against Avakianism' of CPI (ML) Naxalbari and calls all MLM parties and organisations -in the ex-RIM and out of the RIM -to support this text as one of the texts in preparation, towards International Seminar and International Conference of all MLM parties and organisations that the Special Meeting of some MLM Parties and organizations of the RIM with a Final Document and Call have proposed for the nexts months in 2013-2014.

Editorial

The Challenges before the Maoists

   The millennia started with the hype of ushering in an era of undisputed victory of capitalism under the aegis of the US imperialism’s aggressive march as the self-proclaimed sole leader of the world. It is interesting to note that the quick sand of economic crisis was being simultaneously created. Their millennial proclamation was soon followed by their wars of aggression in Afghanistan and Iraq. In fact these wars, which reflected the megalomaniac great power ambitions of the U.S. manifested through the Bush Jr. regime, played a vital role in the generation of the crisis. This aspect has not been duly acknowledged. Rather the focus is narrowed down to the speculative bubbles of financialisation. The fact of the matter remains that the crises that periodically affects the capitalist economy given its striving for over production driven by greed for profits continues in this century. Not only that, it is accentuated by financialisation, which makes the economy all the more vulnerable. All of this built towards a spiralling crisis leading to the worst ever recession modern society has seen. The fall out inevitably led to sharp decline in the living standards of the vast majority of the marginalised masses all over the world including that of the first world advanced nations. The imperialists tried to present a bold face through attempts to tackle this unitedly, even giving some place to emerging Third World powers like China and India. But their patch work solutions have only created an environment for stagnation and further crisis. At the same time they limit their options for future damage control.  Their desperate attempts to simulate the economy while trying to maximise profits and impose the burden on the masses has further aggravated the situation. It has led to widespread displacements and migration, unemployment and underemployment, sharp increase in poverty levels, hunger and suicides.

On the Maoist Party

What should be the qualities of an organisation to become the vanguard of a new society and humans, what should be the methods of party building corresponding to this, what should be the position of the party within the dictatorship of the proletariat? Can a proletarian party retain its communist qualities today without becoming a Maoist party? Is the Maoist party just another name for communist party? Or does it contain something new, in its very nature and methods of work?

The popular masses want to overthrow the capitalist, imperialist governments and the governments who are their servants!
Proletarians want to unite for the Party of the revolution!
Communists support anti-imperialist struggles and develop People’s Wars for the world proletarian revolution!


Imperialism is the "highest stage of capitalism” —a stage of “parasitism and decay” (Lenin, Imperialism, the Highest Stage of Capitalism). Now is the time to bury it, as soon as possible. The crisis of capitalism is like a chronic disease that torments it. It creates the grounds for its death.

The crisis of capitalism is above all a crisis of overproduction: “In these crises, there breaks out an epidemic that, in all earlier epochs, would have seemed an absurdity —the epidemic of over-production. Society suddenly finds itself put back into a state of momentary barbarism.” (Marx and Engels, The Communist Manifesto)

But it is the time when the bourgeoisie intensify its efforts to make the proletarians and masses pay for the crisis. As Marx and Engels have written more than 150 years ago in the Communist Manifesto: “The weapons with which the bourgeoisie felled feudalism to the ground are now turned against the bourgeoisie itself. But not only has the bourgeoisie forged the weapons that bring death to itself; it has also called into existence the men who are to wield those weapons — the modern working class —the proletarians.

Today, the world proletarians have never been so numerous, along with the people’s masses they represent at least 90% of the population; and these 90% are those who are affected by the crisis and need a radical change in the society. “The proletarian movement is the self-conscious, independent movement of the immense majority, in the interest of the immense majority.” (Ibid.)

Dear comrades

     Lal Salam!
     
     We greet you on this historic occasion and apologise for not being able to participate directly. Please accept this message instead.

     Mao Tsetung has taught us the decisive importance of a correct ideological, political line. The history of your party itself stands testimony to this. With a correct line, it could rebel against the Teng Siao Ping revisionists who seized power through a coup in 1976, destroyed the historic advances made through the Great Proletarian Cultural Revolution and restored capitalism in socialist China. Thus, persisting on the path laid down by Mao Tsetung, your party played an important role in the international struggle to uphold the banner of Marxism-Leninism-Maoism in the wake of this setback, the struggle that led to the formation of the Revolutionary Internationalist Movement (RIM). Further on, by deepening the struggle to uphold and apply Maoism, your party ruptured from dogmato-revisionist views that blocked revolution. It forged a correct line and boldly initiated the people’s war. The great gains of this glorious war, “creation of People's Liberation Army, establishment of base areas and people's government, role played by workers, peasants, women, indigenous nationalities and Dalits, and the awareness developed in this whole process”, were principally the gains of the correct line followed by your party. Today most of them are lost. This is the outcome of the subversion of the Maoist line and the imposition of a revisionist line by the Prachanda-Bhattarai clique. In both its advances and setbacks, the history of the international communist movement and its national contingents confirms the truth ‘The correctness or incorrectness of the line decides everything’.

Message to the International Conference to Support People's War in India

Comrades,
This conference is taking place at an opportune moment in the history of the development of the class struggle, not only from the perspective of the history of development of the Maoist movement in India but also from the perspective of the critical juncture of the socio-economic and political phase the world as a whole is presently going through. In a world marked by aggressive moves of the sole super power US imperialism, the rapid advance of people’s war in Peru led by the PCP and later, from 1996, of the people’s war in Nepal led by CPN (Maoist) came as new rays of hope for the downtrodden and the toiling masses of the world. But these movements could not sustain their role of strengthening the Maoist pole; firstly, due to the setback in Peru caused by consecutive arrests of top leadership of PCP and later the confusion created by ROL attack and secondly, due to the betrayal of the Prachanda-Bhattarai revisionists in Nepal. This was worsened further with the dissolution of the Revolutionary Internationalist Movement (RIM) which was shaping itself as the embryonic centre of the world Maoist movement. It fell victim to those very trends mentioned above, which came from within it, along with Avakianism propounded under the guise of ‘New Synthesis’ by the RCP, USA. It is in this background that this conference attains higher significance. It is not just an act of showing solidarity to our struggling comrades in arms in the dense forests of Central Eastern India but it is shouldering the momentous task of spreading the message of revolution guided by Maoism, which is an urgent need of the hour, particularly in these times of global imperialist crisis. The CPI (ML) NAXALBARI extends its wholehearted support to this endeavour. Our party salutes the International Committee to Support People's War in India for conceptualising and successfully implementing it. We extend revolutionary greetings to all those who are attending this seminar and also to all those who, like us, participate indirectly.

On Formation of CPN-Maoist

Hail the formation of the new Maoist party in Nepal!

The formation of a new Maoist party by the revolutionary faction that broke away from the United Communist Party of Nepal (Maoist) is a matter of great joy for the international communist movement and the peoples of the world. In its message to the new party the Central Organising Committee of the CPI(M-L)NAXALBARI has saluted its formation and stated that “This historic step accords to the revolutionary aspirations of the people of Nepal. It is enthusing to all, throughout the world, who have watched with grave concern the Prachanda/Bhattrai attempts to liquidate the Nepalese revolution and enforce capitulationism.” After noting  the National Convention’s evaluation that ”The creation of People's Liberation Army, establishment of base areas and people's government, role played by workers, peasants, women, indigenous nationalities and Dalits; and the awareness developed in this whole process are some of the major achievements we have gained..” and its decision to “move forward by standing upon this base.”,  the message goes on to say, “This is decisive in turning away from the disastrous path followed by Prachanda and Bhattrai. We wish you all success in this crucial task. No doubt, this depends on deepening the summation of the deviation while firmly and fully separating from the strategy and tactics it has used to derail the revolution.”

The formation of a new Maoist party has created serious problems for Indian expansionism and imperialism. On the one hand it tries to downplay it as ‘an insignificant splinter’. On the other it steps up its overt and covert intervention in Nepal, including veiled threats held out by increasing its armed deployment along the border. The response of the oppressed masses is exactly the opposite. They are gladdened by the bold step taken by the Maoists in Nepal and keenly look forward to their reopening the revolutionary road.

For an International Conference of the MLM Parties and Organizations of the world

The devastations of imperialist globalisation, wars of aggression and the devastating economic crisis of the imperialist system and its impact on proletarians and the broad masses have awakened worldwide a wave of struggles and revolts.

In this context a potential new wave of the world proletarian revolution develops and emerges, with the people's wars led by Maoist parties as its reference points and strategic anchor. The realisation of this potential ultimately depends on how successful the Marxist-Leninist-Maoist parties are in fulfilling their revolutionary tasks at national and international level. The pooling of their understanding and experience and the development of their capacity to take a united revolutionary message to the rebellious masses all over the world, have decisive importance. Unfortunately there has been a lag in this matter. This is severely compounded by the crisis in the Revolutionary Internationalist Movement (RIM), which is now defunct.

The imperialist system is going through the most severe crisis since the 1930s. The current attempts to address and overcome the crisis only serve to deepen and extend it.

The structural crisis that emerged in the field of finance has gradually extended to the field of production, bringing about a deepening recession. The crisis proceeds under the law of uneven development within the pursuit of the maximum extortion of surplus value and the contention on the world market.

May Day 2012 - To overcome the crisis of capitalism,
proletarian revolution is the only solution!

“The conditions of bourgeois society are too narrow to comprise the wealth created by them. And how does the bourgeoisie get over these crises? On the one hand by enforced destruction of a mass of productive forces; on the other, by the conquest of new markets, and by the more thorough exploitation of the old ones. That is to say, by paving the way for more extensive and more destructive crises, and by diminishing the means whereby crises are prevented.
The weapons with which the bourgeoisie felled feudalism to the ground are now turned against the bourgeoisie itself.
But not only has the bourgeoisie forged the weapons that bring death to itself; it has also called into existence the men who are to wield those weapons — the modern working class — the proletarians.”

165 years after its writing, this quote remains relevant. It allows us to understand the situation in which the proletariat and the broad popular masses in all countries find themselves, regardless of who leads the government: they live under a concealed dictatorship, be it a bourgeois democratic or a brutal one.

The imperialist bourgeoisie is looking for the maximum rate of profit; it is using the crisis as a pretext to achieve this objective by restructuring the system of production. Within this, the ruling classes in the oppressed countries try to maintain and possibly increase their share in the surplus. Such restructuring is affecting all countries; for the working class and the masses, it means the delocalization of large industries: plant closings, wage cuts, unemployment, debt, impoverishment, etc. But in the places where the new plants are to be opened, restructuring means land grabs, expropriation of local farmers, frenzied exploitation, poverty wages, destruction of the environment, etc.

A New International Maoist Unity to Strengthen the World Peoples in Rebellion!
Forward to a New International Organisation!

There have been many ideas in the world justifying and promoting rebellion against injustice. There will be many more. The inhuman conditions in which the majority live demands this. But there has never been any system of thought which has addressed the root causes of this state of affairs as radically and scientifically as Marxism-Leninism-Maoism (MLM). In the present world, there is no practice of this revolutionary type like that of the Maoists (communists). Since the 1980s, for more than two decades, the Revolutionary Internationalist Movement (RIM) carried out the extremely important task of taking this message, in words and deeds, throughout the globe. But, in the recent past, this internationalist voice and intervention of Maoists became defunct. Grievously enough, this has taken place right in a period of crisis of the imperialist system and an upsurge of people's rebellions and struggles.
This May Day heralds a major advance in reversing this situation. The Special Meeting of Parties and Organisations of the RIM was successfully concluded. In the midst of the rebellious assaults of the masses on the inhuman conditions in which they are forced to live, a bold initiative has been taken to build anew an international Maoist unity as an organised force. This holds out great promise for the struggling people of the world.
The Special Meeting (SM) has correctly identified the revisionism of the Bob Avakians post-MLM 'new synthesis' variety in the Revolutionary Communist Party, USA and the Prachanda-Bhattarai variety in the United Communist Party of Nepal (Maoist) as the immediate ideological-political factors that led to the current crisis and collapse of the RIM. Going beyond this, the Special Meeting advanced some preliminary views on summing up the RIM experience, noting the positive and negative lessons of its organisational structures and methods of functioning. The task of convening an international conference in order to once again establish a Maoist international organisation has been taken up. This should have as broad a representation of Maoist parties and organisations as possible. As part of this process, the Special Meeting decided to organise an international seminar on the various international initiatives taken by Maoist forces during the past few decades.
In its evaluation of the world situation, the Special Meeting has correctly noted, “a potential new wave of the world proletarian revolution develops and emerges, with the people's wars led by Maoist parties as its reference points and strategic anchor. The realisation of this potential ultimately depends on how successful the Marxist-Leninist-Maoist parties are in fulfilling their revolutionary tasks at the national and international levels. The pooling of their understanding and experience and the development of their capacity to take a united revolutionary message to the rebellious masses all over the world have decisive importance.” Such revolutionary internationalist unity is already emerging in a new way, bringing together Maoist parties who are in the RIM and those outside it. It is seen in the joint May Day Statements and other joint initiatives. The Special Meeting contributes to this in a definitive way.
